UKHSA Strategic Plan to Safeguard Health Security from 2023 to 2026

In response to the ever-evolving landscape of health threats, The UK Health Security Agency (UKHSA) has recently released its Strategic Plan for 2023-2026, outlining its mission to protect public health and build the nation’s health security capability. With a vision to protect every individual, community, and business from infectious diseases and environmental hazards, the UKHSA seeks to create a safe and prosperous society unhindered by health security threats.

The agency’s strategic plan is built upon three overarching goals: preparedness, rapid response, and continuous improvement in health outcomes for all communities, especially those disproportionately affected by health threats. The UKHSA aims to identify and anticipate emerging health threats, equip itself with the right tools and evidence, and implement efficient response plans to protect the population.

Underpinning the UKHSA’s capabilities are its expertise in clinical and public health, health protection science, operations, data analytics, surveillance, and policy advice. Advanced technology, infrastructure, and a team of dedicated specialists in various fields further reinforce these diverse capabilities.

Through this strategic plan, UKHSA will continue to work across government, academia, and the private and voluntary sectors to keep the public safe and ensure that the UK is in the best possible position to respond to the hazards we will face in the coming years.

Strategic Priorities

UKHSA has identified six strategic priorities for the next three years, representing key areas of focus for the agency where it believes a concerted effort will make a significant difference in health outcomes. These priorities are:

Readiness to Respond

UKHSA aims to enhance its plans, infrastructure, and countermeasures to respond to health security threats, including pandemics. The agency will collaborate with the health system to improve preparedness and response planning.

Advancing Vaccine Innovation

Leveraging its strengths across the vaccine pathway, UKHSA is committed to driving innovation in safe and effective vaccine development, procurement, and increased uptake among the population to reduce the burden of infectious diseases.

Combating Infectious Diseases and Antimicrobial Resistance

Harnessing its scientific, analytical, and operational expertise, the agency will focus on minimising the impact of infectious diseases, particularly COVID-19, antimicrobial resistance, and targeted elimination of blood-borne viruses and tuberculosis.

Environmental Health Protection

UKHSA will safeguard the public from the health consequences of environmental incidents, including chemical, radiological, and nuclear events, by enhancing planning and preparedness and offering expert advice to inform policies and responses.

Data-Driven Insights

The agency will capitalise on its partnerships and use health data, evidence, and insights to become a leader in the secure and regulated handling of public health information, analytics, and surveillance.

High-Performing Agency

To meet the growing challenges of health security, UKHSA will invest in its people, cultivate strong partnerships, promote scientific research, and uphold operational excellence.

UKHSA will implement various initiatives and programs over the next few years to achieve its strategic priorities. These include investing in new technologies and infrastructure, developing further training and education programs, and expanding partnerships with other organisations.

Several Case Studies Depicting Practical Implications

The UKHSA Strategic Plan for 2023-2026 includes several case studies demonstrating the agency’s expertise in responding to public health emergencies.

COVID-19 Outbreak in a Care Home

The first case study describes how UKHSA worked with local health authorities to respond to an outbreak of COVID-19 in a care home. UKHSA provided support and expertise to help contain the outbreak and prevent further spread of the disease. This case study highlights the importance of effective surveillance and response capabilities in preventing and controlling epidemics of infectious diseases.

Legionnaires’ Disease Outbreak

The second case study tells how UKHSA responded to an outbreak of Legionnaires’ disease in a small town in the UK. UKHSA provided support and expertise to help contain the outbreak and prevent further spread of the disease. This case study highlights the importance of effective coordination and collaboration between organisations and stakeholders in responding to public health emergencies.
